I cannot access foxwq.com (a popular Chinese-based server for playing the board game go/weiqi/baduk). Curiously, this is specifically limited to my Fios connection; if I disconnect my phone from the wifi and use its mobile connect, I can access the site fine. Additionally, it's not a DNS issue -- I tried against multiple servers (including Cloudflare, Google, and OpenDNS) and got the same IP each time, so I don't think it's just a DNS block. It's being blocked at some other level.

It looks like Verizon's network doesn't know how to route to that site's IP address. BGP problem most likely, but I can't tell if that's the issue at a backbone level because Verizon's looking glass tool is broken at the moment. Here's a traceroute from Fios in Buffalo, NY
