A router not replying to ICMP Echo requests doesn't mean it's down. They can be programmed to ignore requests. As long as the router at point 4 is routing data correctly, and it is as seen by a Hop 5, it is fine.

The problem is that, the packet loss affects my network when trying to use Skype conversations or any other software for conversations, i would loose the call every 30 seconds. this has happened in two wireless connected laptops and a hard wired desktop.... what do you think about this?

#1 What is the model of your Westell?

#2 If you have a separate router: What is the brand and model of it?

#3 What software firewall is on your computer?
