DSL too slow - Milford PA (Pike County)

Hi.  

I have Verizon copper landline service, bundled with High Speed Internet Enhanced  DSL service.  The performance of the DSL service is unacceptable.    Before I assumed residence at my late parents' home, my mom had told me the Enhanced service was supposed to be anywhere from  7.1 - 15 Mbps download.   I had asked her to check because their download speeds were painfully slow. 

Since assuming the service myself and using it often I have found it almost unusable.  I just ran a speed test an here are my results:

 1.71 Mbps download, 0.70 Mbps upload, Latency: 53 ms

This test was done with a wired CAT-5E ethernet connection directly from the ADSL2+ modem (Westell Model 6100F) which I presume was provided by Verizon.  Nothing else is connected to the modem.  I confirmed that all filters are in place for any phones connected to the line.  From what I can gather, this modem also acts as the DHCP server for the home network.

Trying to use a wireless connection (Apple AirPort Extreme Base Station) is even worse.  I expect some overhead losses in that scenario of course, but the connection will just "die" numerous times intermittently.  There is no indication that it disconnects, but pages will stop loading, then I have to manually disconnect and reconnect and it comes back ... for a while. 

So for the speed test posted above, I powered down the AirPort and also disabled any wireless connections on my laptop, just to make sure there were no artifacts in the test.

Speed tests I have done over the past several weeks have likewise consistently shown  low throughput and high latency.

I also ran  tracert numerous times to see if there were any bottlenecks once outside the home.  I just ran this one recently:

While I cannot vouch for what is going on out on the public network, or whether certain servers are set up to reject pings etc.,  And yes I know that timeouts frequently appear on tracert and that this is not the most reliable way to track down issues.  But it is all I can do, if just to look for some sort of pattern over time.  I have consistently seen that once the packets hit ge-2-2-3-0.PHIL-CORE-RTR2.verizon-gni.net there will be subsequent timeouts to the next hop in the chain.

I have also tried the usual power cycling technique, leaving all the equipment turned off overnight, disconnected/reconnected all cables, etc.

The bottom line is: just taking my typical throughput into account, I can't imagine that I am getting anywhere near the speeds to be expected from the Verizon High Speed Internet Enhanced  DSL service.   

If anyone from Verizon monitors this board, please advise.  I'd also like to hear from other forum members who have run into similar issues and have found some solution.  Thanks.
