I've tried to upgrade through the webpage and with a chat and both insist I need a tech visit.
I have a currently deployed ONT and a newer router. Is there an explanation as to why I can't self install?

Welcome to the forums! You're talking mostly to other customers here.
If you're upgrading from a 100Mbps or slower plan, you likely have a coax only connection between the ONT and router. For speeds above 100Mbps, Ethernet is required. Verizon always sends a tech to install Ethernet, as most people don't want to do it themselves, or can't do it themselves.
If you're able to run an Ethernet cable from the ONT to the router yourself, you can avoid the tech visit. Run the cable, then contact Verizon support and ask them to change you from coax WAN to Ethernet WAN. It only takes a few minutes, and they don't charge you for it. Once the change is done, you should be able to order an upgrade without a tech visit. Note that it might take a day or two for the change to propagate to the ordering system.
