Downgrading service

I've been trying since July 9th to downgrade my service from internet/TV/Phone to just internet and everybody I talk to on the customer service line says the system won't let them change it. An incident ticket is open , but it doesn't''t seem like anybody follows up with the tickets . Ive been assured that once it is completed, it will be retroactive to 7-9. Has anybody else had this problem and if so how did you resolve it and did they honor the date it was suppose to occur. . I'm thinking I might have to switch to Xfinity to get any action, but they are just the old Comcast and just as bad. Any help would be appreciated.
