Extender Not Working -- Technician trying to charge $160

When I signed up for Fios they offered us a free wifi extender which was part of the reason why we switched from Spectrum. They ensured me that it connects wirelessly and we could self-activate. Now that it doesn't work the're trying to charge us 60$ for an activation fee and an additionall 99$ for the technician to come out and wire coaxial cables to set it up? Why were we told this was a free service and that it would work wirelesly, when being convinced to switch services and now are being charged that the service doesn't work? I've already filed a complaint with DPS but looking here if anyone has experiences similar issues or if there are any resolutions.
