FIOS Cable not buried

My neighbor got FIOS installed over a year ago just before they shut down for COVID and they still have not buried the cable. She doesn't care and says it is Verizon's problem but being the slob that she is she won't call about it. I do care because it is a trip hazard in the ally behind our townhouses. Who do I get in touch with to get this cable buried?
