definitely explains why we cant stream netflix, redbox or any other movies to watch in the evenings. if we get them to start, then they begin to hang up and stall too much to even watch anything.
I never had this kind of issue with COMCAST. Fios is purported to be the next best thing. As far as I'm concerned, I cant wait to get rid of it!

What section of New York are you located in? There have been many on DSLREPORTS reporting similar issues, and it's a good idea to make sure we add to that tally.

I’m in Queens N.Y. area, The way I see it Verizon Fios has OVER PROVISIONED, OVER SOLD their own network and switches are overloaded with bandwidth that can't handle. So they throttle down everyone’s speed, on the local Central office hub. As the hour of the day 7PM the speed is being gradually being slowed down to about 7Mbps for me.
As the hour approaches I have been running tests between a few servers transferring large files for a few hours, my results were: as the hour approaches the speed gradually decreases until it’s caped at 7Mbps. but the upload speeds are unaffected. It’s like Fios provisioned download speed is exhausted. PC directly connected with a CAT6 1Gigabit LAN cable to ONT. So the bottle neck is the central office

I see it as the fiber has to allocate bandwidth for the TV, INTERNET and not to mention if you watching VIDEO ON DEMAND all use bandwidth.

Run your test to this server: http://my.verizon.com/services/speedtest/
That tests internally to the verizon network (and the only thing they can control).
If your tests is always up to par (and mine always have) then it is not a Verizon network issue.
Could be the transient networks or the pairing point.

I have run both tests on
http://my.verizon.com/services/speedtest/
tests are very similar within less than 5Mbps difference on Download speeds only (Upload Speed Unafected)
hmm... I dont think the transient networks or the pairing point is the problem. If that was the case this would not be happening like Clockwork around 7pm-11pm same time of the day other times unaffected.

FWIW, I'm on the north shore of Long Island and I never see the slow downs other report. And also, FWIW, I get the most consistent results with the Optimum Online speedtest.net server in NYC. Ping is often a few seconds faster to the Secaucus, NJ, server, but speeds are more consistent with OOL.
Here's a result from a test just now during evening prime time:
http://www.speedtest.net/my-result/4151044585
I'm on the 75/75 plan.

You don't have results during the slowdown fromt he Verizon speedtest server.
That would be the definiticve test if Verizon was throttling.

I am receiving this issue for a WHILE now. My videos start buffering, my internet speed is slowed. I don't have any viruses on my computer nor do I have a slow computer. This has never been an issue with my previous internet provider, Optimum Online.

After numerous call's to tech support they always say everything is ok, and just acknowledge slow speed and no solution. Except needing to send out a technician to check on the ONT.
Will update more on the tech's visit.
Verizon Network team logs speed test at : http://speedtest.verizon.net
It's a shame on a 150/150 I only get 10Mbps

Tons of people are having this issue. Mostly on the east coast but I am having download problems 7-11pm and live in the LA area. It seems to be improving lately for me but started at the beginning of the year.

Seeing as how the traceroute went to two totally different ips, that means nothing.
FOr an accuracte comparison, run traceroute to the same ip each time.
