Fios Business High latency issue for a month

Recently, I got high latency issue seriously between 9PM ~ 10PM

I call customer service multiple times, but no one can get the problem fixed, someone create the ticket number [Edited for Privacy], a week past, ticket mark as closed, but issue still.

if this is the quality of FIOS Business plan, I think I will stay away from Verizon.
Hope someone can solve the issue for me here
