The LAN IP of the NAT router is a Static IP Address.

The WAN IP by default is DHCP. A way to get a WAN static IP Address I believe is to be on a business plan.

The IP Address(es) of the computer(s) behind the NAT router will be default DHCP.

You can either setup a manual Static IP on a computer(s) behind the NAT router or tell the NAT router to assign for example the phyiscal / hardware/MAC Address of 10-1A-11-A1-1A-AA/10:1A:11:A1:1A:AA to use 192.168.1.9.

I'm guessing the OP means static or dynamic IP address assignment.  If so, the answer is both; all routers produced in the last couple of decades support either.  It's up to the ISP to decide if they want to distribute static or dynamic IP addresses.

If the OP is asking about LAN IP address distribution, again the answer is both static and dynamic are supported.

If the OP tells us a little more about what they are asking and why, they will get better answers.
