Fios Technician took equipment that does not belong to Verizon

A couple weeks ago I had a Verizon technician come and install new internet at my apartment unit. There was a router box that belongs to the apartment complex management team, not Verizon. It is SmartHome equipment to lock and unlock my door. I need this equipment back ASAP. I talked to Verizon support multiple times. Every time someone tells me they filed a ticket and will have someone contact me. I have yet to receive a call back.
Unfortunately the apartment complex wants to bill me for this lost equipment. I will need to pursue legal action against Verizon if I don't get this equipment back. Please help me escalate this.
