Fios at building (3 units) but not my unit?

We bought a new home and have tried to get Fios service without luck. The online system shows it’s already at our home with an active account (for another unit) but not ours. I’ve attached an image of the Fios box that’s at our building. How do we go about requesting an engineer to look into this and confirm that, for whatever reason, our unit cannot have it? I have chatted but chat sent me to call and I called in but didn’t get anywhere with the agent. 

it looks like an oversight to us.
