Does Verizon come out to your home and replace the battery Backup unit and what is the charge for this service???

The old "Battery Backup Units," or BBUs, were discontinued years ago. Verizon actively removes them from service when they work on customer systems.
The BBUs only provide a few minutes of backup for internet service, and several hours for phone service. If you don't have fios phone service, they aren't very useful.
You didn't say why you want your BBU replaced. If it's because it's beeping, you've two options. If you really like having it backup phone service, you can get a new battery online and replace it yourself. Or, you can contact Verizon and they will remove the BBU and replace it with a regular power supply. You'll have to ask them if they will charge for this. The best way to contact them is through chat or social media (DM on their facebook page or tweet @veizonsuppport .)
If you like having battery backup on your ONT, purchase a UPS. Verizon may try to sell you a "power reserve." This is a box that holds a large number of D-cell alkaline batteries (not included.) It only powers phone service and must be turned on/off manually. You cannot use rechargeable batteries with it. For these reasons, I recommend against purchasing one. A UPS is the way to go.
You should also take this as an opportunity to review your service. If you still have a BBU, you could also have an ancient ONT that needs to be upgraded. Depending on your current speed and service package, you may find that upgrading the ONT allows you to get one of the currently offered speeds (300M/500M/1G) for a lower price. Or, it could cost more. But do check!
