Fios gigabit upload problem

I have the Fios symmetrical gigabit connection. The connection is very stable and test good most of the time over 800Mbit. However, sometimes the upload is limited down to 100Mbit for no reason.
The only solution I have is to randomly reboot both the Router and the ONT.
This isn't the IPV6 Intel thing, this isn't a "time of day" thing. It only happens when something power-cycles with a power outage or update that causes the upload to be very slow until I start rebooting devices to fix it.

This looks like a sudden drop of link speed. Check your Ethernet cables and jacks.
The classic 1000Mbps to 100Mbps drop.

I had not thought about that. I was seeing above 100mbit upload speed tests (like 120-160mbit) so I didn't even think about that as an option. I have replaced the cable from my router to my switch with a brand new cat6 cable to see if that does anything.
