Is it possible to set consumption limits for specific devices/Mac addresses? If so how, or is this something a firmware update can include? I would like to restrict bandwidth usage and speeds from certain devices are certain times.

These are advanced QoS features. To be honest with you, I don't see the manufacturer would add this feature any time soon. Maybe in the next generation of Fios routers (would take another 2-4 years). I am sorry to disappoint you.
