Is it fair to charge me an installation fee for an ONT that "needs" to be upgraded?

I'm moving my account to a new address where there is a Verizon ONT and I have confirmed with the previous tenants who just vacated they were getting their internet through Verizon (in fact their account is still active and I had to submit my new lease as proof of residence to Verizon).
I was told I would need to pay an installation fee because the ONT needs to be upgraded to support my 300gig plan.
I said I would be happy to downgrade to whatever plan the existing ONT did support.
I was then told that I was on the slowest plan available.
In that case isn't Verizion essentially charging me to upgrade Verizon's own infrastructure?
How is that fair?
