The only browser that works with Silverlight is apparently Internet Explorer.
"On Windows 10, Edge browser is not support Silverlight and you need to use IE which installed in Windows Accessories to open Silverlight application. And other browsers also don't support Silverlight any more. You could refer to the Compatiable browsers and operating systems from below link.
"If you are using IE, please check whether you have enabled Silverlight plugin through Tools -> Manage Add-ons"
I never thought the archaic software at my workplace would ever actually help me, but because of it I found a way to bypass the Silverlight / Verizon issue.
Run IE and navigate to your Verizon library. Once there, click the Settings icon, then click Compatibility View settings. Click "Add" and then "Close." The page will refresh and you will hopefully be able to start the movie with no problem like I did.
