Parental Controls: Sorry

I've followed the instructions on setting up parental controls far enough to get to the screen in verizon.com called "Internet Parental Controls." But each time I try to turn off access for a specific device or set up a schedule for a specific device, I get the same message: "Sorry! We are unable to process your request." I've tried a dozen different devices and get the same message each time.  What am I doing wrong?
