hi,
what's remote dial-up internet? it shows on my bill and charge for $9.99. how can i cancel it?

#1 What is it. It allows you to access the net, if the DSL connection goes down (provided that you still have dial tone).
#2 How to cancel it. I am not sure, but I would think you need to contact Verizon.

remote dial up internet, is old traditional internet where you use a 56 k modem. and you can dial up from anywhere that you are at to get email and view webpages.

You did not indicate if you also have landline phone service from Verizon with your DSL.
If you have Verizon phone service (Also), that remote dial-up internet access is supposed to be FREE!
It is included as part of the partner bundle Yahoo/Verizon as a perk.
