Router firewall is blocking my school website videos and some tedtalks videos?

I am trying to access files on demand via Infobase. I've never had a problem before. I can't access any of the videos on this website I can see the thumbnails. However, once clicked on it never loads. They show blank white rectangles like there's no video there. I have had my school's tech support try to troubleshoot the issue, and they said it is with Verizon. They can access the videos. So then I pulled up the router's log and saw this every time I tried to load the video.

I need to know what to change to fix this issue. As I can access these videos with my iPhone via a cellular connection.

Packet illegal has to do with IP fragmentation.
Are you using VPN?
