Slow Upload Speeds

I have randomly slow upload speed on my FIOS 1GB connection, but the Verizon speed test itself almost always shows 980mbps/980mpbs down and up. I've noticed the slowness when uploading photos and videos to google photos, apple cloud, etc, where it will crawl at around 2 mbps. Okla speed test will often show upload speeds anywhere from 2mpbs to 100mbps, even within 100 miles of my home.  My CR1000A's firmware is 3.6.0.2_BD.

Things I've tried.

  • Disabling IPV6, on the CR1000A router and on my desktops NIC card (hardwired ethernet), I also verified with an IPV6 test that it isn't enabled.  
    • Sometime when I turn IPV6 on and off, and on and off, and on and off over and over it will all of sudden work fast again after one of these switches. But I can't make sense of it
  • The problem is seen on other hardwired and wireless PCs, as well as phones
  • Disabled "Checksum Offload" on my NIC cards
    • No change
  • Unplugging and rebooting both the router and ONT.  I've left both for several hours and re-booted them both before.
    • Sometime when I do this after several cycles it will also return to normal. But I can't find a consistent way to replicate it.
  • Set security to "Low Security" in the "IPv4 settings" page
    • No Change
  • DMZ my primary desktop
    • No Change
  • Tried to use my Asus RX88U Pro router as my modem
    • No Change

So, one thing that I've noticed, that seems very odd, is that even with the firewall on its lowest setting I see these errors in the "Firewall Log", this even shows requests from the DMZ'd host. This seems like it could be related to the issue. These errors appear around every minute in the log.
