Slow and weak internet and Wi-fi connection with second router

At our church upgraded to a new internet plan because we were trying to set up new security cameras system and try to increase the speed of the Wi-Fl connection as well as the ethernet connection. We received two CR1000B routers and we are using one of them for the second floor, which it is the one that is connected to the modem.
The second rounder were planning to use it as Wi-fi extender or as an access point in the first floor for the security cameras that we installed and the main computer (which we want an ethernet cable with it).
We did not know that the second router has to be configured in order to work as extender or repeater and because of this we are experiencing slow/weak Wi-fi and ethernet connectivity.
We are novice when it comes to networking, so please help us to figure this issue that we are having.
