Unable to change internet package

I am trying to change my internet package to a higher speed. I would also like to apply the teacher discount.  I go through the verification process which works.  I am able to select the package I want and it shows the correct price with the discount applied.  When I get to the last page to change my plan it always reverts back to my current plan. I am unable to change the plan.  I tried calling but they are unable to apply the teacher discount.  Has anyone had a similar issue and how do you resolve it.
