Hey I've been trying to port forward with this Actiontec MI424WR and it's unsuccessful. Everytime I scan the port it's closed. I've tried disabling/enabling upnp.

Try to make sure to follow these guides, maybe even use the auto port forward tool at www.simpleportforwarding.com
The Actiontec is a little Unique, in that it doesn't like a source port to be defined.
So make sure you are leaving that as ANY.
Your port forward rule should look like this
192.168.1.x TCP/UDP ANY -> xx

What port are you trying to forward? There are a few that are blocked outside of your router on Verizon's end. Such as 25 etc......

If you port forwarded as instructed and followed the directions to the T and your PF rule looks like I described, then there's a big possibility that you have a software firewall that is blocking, and you might have to go into that firewall (windows firewall, norton, mcafee, etc.....) and allow the port's in there.
