Verizon DSL Low speed Internet (0.1 - 1 Mbp/s)

For the past week, my internet download speed has been consistent near 0.19 Mbps. Prior to this, it was working perfectly fine. I am supposed to have a 3 Mb connection. I've called verizon many times, and they sent someone to my home. The person who came here just gave me a new modem and told me if this didn't solve the problem, he doesn't know, because all the lines outside seem to be working fine. I've seen many similar posts on the forums, so let me cut to the chase. 

My modem brand is Actiontec, Model GT784WNV.

#1 Do you have a RJ-45 WAN port router connected to this DSL modem?

For example of one: The Linksys E4200

#2 Is wireless in your Actiontec GT784WNV enabled?

#3 When you tested your speed:

a) You were not using the network for anything else?

For example using P2P

b) Was anyone else home?

#1 No routers connected.

#2 Wireless is enabled, but my wired connection is the only device connected to my network

#3 When I tested my speed, with both speedtest.net and http://speed.verizon.com/speedtest.html, my browser was the only application running.  This has been going on for about a week now, and it takes a full minute just to load speedtest.net, and another minute to connect to a server there. (connecting to a NY server, closest to me)

Since wireless is enabled, is wireless (WEP/WPA) encryption is enabled?

If so, what kind of wireless encryption?

WPA/WPA2 PSK Personal is the encryption I am using.

#1 How long and random is the key for your WPA network?

#2 When your browser was testing the speed:

a) You did not have another web browser Window or Tab running?

b) Were you using any add-ons or were using safe mode for that browser?

#3 If using any add-ons during the speed test, which ones?

#1 I'm not sure what you mean by how long and random. I've had this new modem for about 3 hours now. The SSID and keyphrase are completely new and different from my old modem. I do not think someone is using WiFi without my permission.

#2 a) No other web browsers or tabs running

b) Adblock was enabled. I just disabled adblock and here is my speed.

The result is the same with adblock enabled or disabled. My upload speed seems completely fine and consistent with all the times I speed tested, and is consistent with the speed I'm paying for. However, my download speed is definitely not.

Ok.

#1 Since wireless is enabled and no one else is using the wireless network when you did the test, disable wireless in the modem combo. You may re-enable wireless after runnning the speed test.

#2 Did you check that:

a) Your anti-malware program(s) and anti-malware data base is up to date?

b) Your computer is free of malware?

Note MANY reports of Verizon reducing speeds to the minimum allowed by original agreement. I too signed up for "UP TO 3MB" download speeds and after 7 years of getting at or near 3Mbps my speed has been reduced to 1.5Mbps. I complained and I was sent a new modem and a technician reset my speed (at Verizon) to 3.4Mbps - which settled to 2.9Mbps until this week. It is now 1.5Mbps and steady. Verizon is reducing speeds for business reasons. Many employees apparently aren't aware of this.

JustRluck, what is the best way to tell if they have capped your speeds? I had been fine for seven years and mid August I started getting horrible rates. Usually it is the upload speed that seems affected because once a download starts, it usually stays good. Oftentimes I'd have to reload a page several times before getting it started. Verizons own speedtest website often just times out. Verizons customer support has said this is normal but offered no explanation.
