So, I know that when the internet light is blinking green, it means that it is connected to the internet, but I've noticed that occasionally the green light is a constant green light, not blinking. When it's in this mode, I noticed that web pages don't load until the green light starts blinking again.
Model is A90-9100EM15-10

A green light means you are connected to the ISP. A blinking green indicates there is traffic being passed; if it's not blinking you have a connection but no traffic is being passed.

So is there a fix to having a solid green light when you want traffic to pass? As I said, I'll be surfing the internet, and the light will turn a solid green - and I will have to wait for it to begin blinking again before pages load.

The light is only a reflection of what is happening, so when it is constant there is no internet traffic. When you are surfing internet traffic should be automatic, not something you turn on or off. If it's not there are two possibilities that I know of.
1) The site you are visiting is slow and you are waiting on them. Servers do get overloaded at times. See if the slowdown is occurring more on one site than others.
2) You could have a bad router. If you confirm it's not site related, contact support and ask for another router.

My router turns itself off throughout the day/night and I find myself pushing the button to turn it on like 6 times a day.
