Verizon Line Still Not Buried After One Month

My FIOS cable was cut inadvertently by the power company.  Verizon came out and laid a temporary line from the box, across the sidewalk of two neighbors, to my house.  I was told that a subcontractor would  be out in two weeks to bury a new line.  It has now been nearly five weeks and nothing has been done.  It was supposed to be done on three different dates but nobody showed.  I've called both the subcontractor and Verizon repeatedly.  Verizon has promised to call me with status but they have not done so.  The subcontractor has ignored repeated messages.  I've already advised Verizon that one person has tripped over the temporary line so it is clear that the current condition is hazardous.  When can I expect resolution?  This is beyond poor customer service.
