Verizon to Level(3) peering issues?

As of roughly 30 minutes ago, I am unable to reach a Level(3) advertised prefix from Chicago;
below is where my traceroute dies:

I have a roku box and bomtv channel on it and it is having trouble with the connection. It keeps stopping and reloading very slowly.

The announcement could have come from Level3 or Internap. For Verizon "UUNET/ALTERNET" the BGP announcement comes from Internap at the moment, at least for my area. Level3 may have been in the mix earlier, though. I can route to that subnet without a problem at the moment.
