Where to report dangling Fios equipment on utility pole?

Where do I report this?  I traced my Fios fiber optic cable to the same bundle of cables attached to this cylinder on a utility pole near the end of my driveway.  I suspect that a recent windstorm broke a harness that held the cylinder parallel to the cable above it.  My Fios is working fine so this is not an emergency but I do not think the cylinder should be hanging like this.  I live in suburban Boston, MA and can imagine lots of extra stress being put on the attached cable, especially during  windstorms or ice storms.
