how to escalate Fios constant outages?

Short of switching providers or filing a complaint with the FCC I'm at my wits end here.
I have had outages on and off for the last month. I've called verizon half a dozen times, met with technicians, swapped out my ONT, but nobody can seem to fix the issue. Either the support agents just straight up try to upsell me products that cannot fix the issue (inside the wire plans, wifi extenders, 2.0 gigabit, etc) or they just send technicians who insist the issue is in the back office and i'm back in a circle of bureaucracy again. chat agents refuse to escalate, they just bounce me around to more people trying to upsell.
Is there a number I can call to reach a back office or something for NYC?
