I would like to know why I can't upgrade my internet speed, we're stuck with 1-3 Mbs and I don't see any other plans available to me now but before I could see plans for speeds up to 15 Mbs.

With DSL many times itโs not being supported. However you could check for Fios availability via http://www.verizon.com/Fios
you may be in luck and get the better faster service.
