I’m unable to verify my military status for Fios only

I’m having issues trying to verify my veteran status using id.me for the Fios discount. Years ago we were Verizon mobile customers and I was able to verify with no problems. I cannot seem to get id.me to verify Fios. It tries and fails on Verizon but I’m guessing because I don’t have a phone plan. I cannot find a tab to verify just Fios. When I signed up for new service the rep who helped me said it would be easy to add this discount later. I’ve already wasted too much time. I’d really like some help on how to resolve if someone else had this problem.
