Military and student discounts

I made an appointment for a phone call for 9am last Saturday to implement military and student discounts, and NEVER received the call! I made an appointment for 1pm today for an internet technician to come out and fix the box, now they’re telling me anytime between 1-5pm??? Why would they tell me I have an appointment for a certain time if they’ll never show or never call? I have been waiting for a live person on the phone for about an hour now, the voice stated it would take 41 minutes. I did the text chat with live agents and they do nothing but regurgitate unintelligible answers. They will not give me an answer as to why they never called and why the timeframe is 5 hours.
