HDMI to Optical for sound bar not working

I have a Verizon STB, early gen Apple TV, and Blu-Ray connected via HDMI to a splitter that then connects to an older TV. The sound bar is connected to the TV via an optical cable.
The sound bar audio via the optical cable works great for the Apple TV, but neither the STB or Blu-Ray audio via the optical cable is working. If I just go to the TV speakers, the audio of all of them works fine, so it is getting a signal to the TV.
Any ideas as to why the audio for the STB and Blu-Ray aren't working for the optical connection?

The STB and the Bluray may be outputting Dolby Digital, and the soundbar is only PCM capable. First check the soundbar to see if it allows DD. If not you need to get into the menu for the Fios Box, and the bluray and change the audio to LPCM. Also check the splitter by going direct to the TV with the Fios box, then the bluray. If you get sound, the splitter is the issue.
