HDTV but no box?!

Why does Verizon sell HDTV service (let's just call it normal TV, as this is not North Korea) but NOT provide the box needed to see it?
Yep, they just sold me that setup. I assumed, because this is not North Korea, that since the conversion to digital happened some years ago, TV was… TV.
But, Verizon will sell you HDTV but no box!
$12 a month more please.

Because you don't have to use their box.
You can use any device that supports cable cards.
Cable cards rent for a cheaper price.
And this is the way most cable providers sell their service.
Cost of equipment is seperate from their content
