Harmony 1100 remote compatibility with Cisco CHS335HDC set top box

I have a Harmony 1100 remote control and I'm trying to get it to control the Fios Cisco CHS335HDC set top box supplied by Verizon. I have reprogramed the 1100 remote multiple times trying to get it to control the set top box. Sometimes it will do one command then it fails to do any other commands to the set top box.
Looking for assistance to resolve this issue.

Hi XC90:
I have a Harmony One set up with these 3 Activities: Watch TV,Watch a DVD,Listen to Music.
My Hd DVR is the QIP 7216 P2
All 3 Activities in my System has been working great for years .
My original STB Remote was the VZP265v1.1 all of whose functions are now done by the Harmony One
