HOW turn on or off CEC on Samsung smart TV and FIOS VOICE Remote?

To disable CEC in the Verizon box...
Menu > Settings > Audio & Video > Video Settings > TV Input Control, press Disable. In your Samsung menu look for Anynet+ which is what they call CEC.
