I am considering a reduction from my current rather excessive cable package to local cable only. I currently have several STBs and 2 HD DVRs. Will i need any of these to access local cable? And can I still use a DVR if I choose to with local cable only?

It depends on your TVs.
If they are newer and support QAM channels (may have to look at manual), you don't need a STB.
Try disconnecting coax from STB and connect to antenna port of TV.
Go through TV menu to search for channels.
Probably need to set input as cable vs antenna.
And yes, you could keep DVR and continue to use it to record programs on the local channels.
