Several shows listed on the BBC America website as being available on demand are not available on FIOS BBC America on demand. For example, Dr. Who Series 6, episodes 1-4 are supposed to be available but only 1 and 3 are listed on FIOS on demand. Why this difference?

We pass along the access to any VOD content the provider supplies. Once BBC America provides the shows in question we will have the asset available in the On Demand listing.
