I would like to know if I could purchase a STB outright rather than renting it. I am on a fixed income and would like to eliminate some monthly expenses.

You could buy a tivo and would have to rent a cablecard.
Unfortunately, no provider will sell you a stb.
Best option is to buy a tivo or similar cable card device.
