When in On Demand-Premium Channels my picture is pixilating.

I have rebooted the STB several times and rebooted the router to no avail. I also disconnected the power from the STB. I still have pixilation. Live TV is fine. What else can I do?

If you have more than 1 stb, does it happen on all?
Do you have any internet issues?
Try running a speed test to speedtest.Verizon.net
Do it from a device that is hardwired to router.
See if your results match to what you are what you have subscribed.

I have 4 STB but it is only happening on my HD-DVR STB and I'm not having internet issues.

Try swapping boxes around.
If problem follows box, its the problem.
Otherwise, it is coax or splitter issue.
