Is that pipe for your FIOS service or electrical?

Looks like it is for electrical service.

If so, then you will need to check your local electrical code for guidance.

It's for electrical service, but I have no idea what it is for or what it is called

You can call it conduit for electrical service.

Contact your local permit department or a licensed electrician for requirements in your area.
