pro-rated on contract renewal?

My 2 year contract expires in February 2014.  I renewed my contract in Jan 2014 for the exact same services however, the new contract does not go into effect until February. Why I am going to receive a pro- rated bill? The services are the same. Should I not just pay my usually bill in Jan and then start with my new bill in February?
