On Friday 11-30-2012, the NBA game between the Washington Wizards and New York Knicks was scheduled to be shown at 7:30 on CSN-MA ch 576 and NBA-TV ch 589.The game was BLACKED OUT on both channels in this area - the Tidewater area of Virginia. Surely, one of the two networks had the right to broadcast the game. Why did that not occur?

Sports blackouts are managed by the content provider, not Verizon. Contact them.

Verizon needs to establish some control since it appears that each network assumed that it had the right to BLACK OUT the other.

That's not how it works. The content provider can only blackout their own programming.

OK. Now I completely understand sports black out. Can someone explain to me why a game (WAS vs NYK 11-30-12) was blacked out on Verizon FIOS in the Tidewater Virginia area BUT was broadcast as scheduled by Cox Communications in this area?
