DVR Manager Not Working

I cannot seem to get this feature working after hours of effort with multiple Verizon technician's over a 2 week period.
I have replaced the DVR and the router, and have tried all of the suggestions that I have found on the internet.
How do you get access to the level 3 engineers, or appropriate people at Verizon that can fix this issue?

Are you referring to the WEB DVR programming or from an app? If you still need help please post the error message you are getting.
