I have seen this message before. Here is what worked for me. I have the Fios Quantum G3100 router and the Fios TV One set-top box. Because you did not include the models of these devices, this may not work for you.
Ensure both ethernet and coax connections are good. Power down the Fios router and the set-top box. After about a minute, power up the router. Once the router indicates good status, power on the set-top box. You can check the status light on the front of the router or use browser to login at 192.168.1.1.
