Using an iPad out of home a friend gets this results when trying to use TV app. When using his iPad in home on his Fios network I believe all is good. In this image I believe it appears that his intention was CBS? On a Mobile Device should he receive his entire subscribed TV Channels?

No, some provides will not allow Fios to have their programming outside of the home. Most have their own pay apps that you have to use and don't want people getting their content free through a cable provider. If he can get SOME channels outside of the home, his app is working OK.
