Fios VOLUME FIXED EVEN IN VARIABLE MODE on my SAMSUNG l UHD 4K DU7200 Series HDR Smart TV

I have a new Samsung 55-inch Class Crystal UHD 4K DU7200 Series HDR Smart TV. I have Fios and everything except volume works. My Fios remote can raise the volume on the TV to 100, but the Fios volume remains at 30%. I have been told that this is 30 out of 30 volume.
I stream to the TV and volume is appropriate on Netflix and other streamers, but when I use Fios to view my HBO or anything else, the volume remains very low.
I spent 90 minutes on the phone to come to the dead end in which 30/30 volume from Fios is half the volume of all my streaming services. The TV has the capacity, but not in conjunction with Fios.
I have navigated to audio setting and made sure my volume was VARIABLE. The only problem with that is that it isn't variable. I will not sit with this much longer. Spectrum will give me good service for basic internet. I will cut Verizon's $250 cord since there is apparently no one who recognizes this as an issue or has any inclination to address it.
90 minutes of the worst customer service that money can buy is more than enough. Maybe is I could speak Tagalog I would have a chance. I just wanted to let it be known that this was a terrible experience and at the price, it is completely unjustifyable.

Is it possible your TV has the ability to set volume levels by input? If so you should adjust the level from the Fios box to match your other inputs. Also you are using the built in apps on your TV vs using an outside input from the Fios box. It is entirely possible that Samsung has not followed a standard volume setting for their built-in apps. I would also try a different HDMI cable and look into adjusting the settings I mentioned.

I'm not sure of what was discussed with the Verizon rep....but....the volume output control on the 4100-series STBs goes from 0 to 30. There isn't anything above that.

Still remains true that in FIOS mode my TV at 100% and Fios at 30/30 is so quiet I can't hear it over a fan in the room. Meanwhile I have appropriate sound on anything I stream from Netflix or elsewhere.

IIRC, the variable volume only works with analog audio and optical outs, not HDMI. Look at the sound settings in your tv for the Fios input and see if there could be something there amiss. Also check the Main Menu > Settings > Audio & Video > Audio>Audio Format, and Main Menu > Settings > Audio & Video > Audio>Audio Passthrough settings and see if there is a setting that resolves the issue.
