Whilst I appreciate i'm in a country that appears unable to tell the time in any other way than using AM / PM symbols, I would very much like to have my time displayed in the format I - and other europeans - are used to: the 24 hour clock.
How do I enable it on my STB? I can't see the option. If i can't enable it, why can't i?

The 24 hour clock option is not available. Assuming you are in the US, that is the reason. AM/PM settings are the norm here.
Also, if the clock used the 24 hour mode that would likely create a problem viewing the program guide which uses AM/PM. The guide is provided by a third party and getting that changed could be difficult.
However, I do understand your issue. Why not make a suggestion in the Verizon Idea Exchange?

Sticky wicket, old sport. Yet upon reflection (UK variant: reflexion) you may find that the country doesn't literally "tell the time" regardless of format. Most often the inhabitants assume this duty. You can therefore address your difficulty by asking anyone in the vicinity
