Well, I figured it out on my own. I was using Edge as my browser and it would not work. I decided to try the same steps with Firefox as my browser and it worked.
My advice is to try a different browser.

Didn't know you were using a browser on your computer. Thought you were using an app on your TV or some device like a Roku. Thanks for posting your solution.

I was using an app on my Apple TV. There is no service provider option via the app so I had to use a pc to activate the app. Edge wouldn't let me continue. Firefox worked.
